Veichles parking on road blocking access for local traffic and emegency services

I live locally and work at the Hospital. As Lakin Road is a public highway it is not the Hospital's responsibility to deal with this. Lorries and disabled drivers park along Lakin Road to access the Hospital. In poor weather conditions, rush hours and throughout the working day, cars park relentlessy in this area blocking local traffic, slowing emergency services that have to wait to move along the road, and it is a prime accident hotspot where incidents have occurred where cars have hit each other due to poor vision. What needs to happen is the whole area needs to be red lined/hashed so no cars can park in this area.
