Standing water

There is standing water due to lack of drain and being the lowest point on the road. The slightest rain and there is a huge puddle of standing water. See pictures attached. I have contacted county highways numeros times and there is never a permanent solution. The first ever contact on this issue was made in July 2013, and yes it was 2013, nearly 5 yrs ago. There is a bus stop that sticks out to the road from the pavement and has drain that always blocks. You can send people to clean that on a fortnightly basis, and that wont be enough, it just gets blocked very quick. What needs to to be done in my humble opinion is a new drain entrance at that low point (by the bus stop, see pic3) and that will solve this issue permanently.
