A large amount of paint has been spilled on the road and has been driven through, leaving lengthy stains in the road surface.

A Painter/Decorator working at the house next door to my father's (he lives at 5, Medley Grove) has spilled a considerable amount of paint in the turning area outside my father's house. This tradesman has then driven through this paint and has left extensive, messy tyretracks along much of Medley Grove. This person clearly has no intention of cleaning up or rectifying this unsightly damage (despite his actions being recorded on another neighbour's CCTV). I'm not sure whether this is somnething with which I might enlist the assistance of the Council or, if not, whether you might be able to advise me whom I might best approach?

I gather that the person responsible has (yesterday, 3rd April) largely rectified this spillage, by cleaning the affected area of road with the use of a powerful jet wash or high-pressure hose. It would appear that this has successfully removed the majority of the paintmarks and that, as such, there seems no requirement for the Council to take any further investigative action (if that was indeed their intention).
