Persistent ongoing water leak

This has been an ongoing issue where water is leaking from the allotments on to our street at the top of our driveway and down the road. It is a persistent leak and has previously been reported to Severn Trent who say they are not responsible.

During the colder months the water often freezes over the whole of the access to our driveway and makes it hazourdous for both pedestrians and vehicles, particularly my 2 young daughters . It is now also causing damage to both ours and and our neighbours drives
