Ramp in road next to kerb near number 78

When driving along Barnacle Lane the other day I had to pull over to let a car pass because the road is not wide enough for cars to pass without pulling in. my n.s tyre hit something in the road and I bounced off it towards the oncoming vehicle, I stopped to see what it was and its a ramp in the road that appears to have been put there to make a temporary ramp instead of a drop kerb to gain access over the pavement to a property. Its dangerous and surely illegal, if a motor or push bike hit it someone could be seriously injured. I think its illegal to drive over a public pavement unless an official dropped kerb has been installed.
