Removal of hedgerow alongside unclassified county road e5060 - legal or illegal?

Hedgerow alongside or part of highway E5060 has been removed and road gated and locked.
Google earth / street view shows how the hedge on the east side of the road existed at November 2009, but today that hedge is removed.

7.—(1) A person who intentionally or recklessly removes, or causes or permits another person to remove, a hedgerow in contravention of regulation 5(1) or (9) is guilty of an offence.

10. Each local planning authority shall compile and keep available for public inspection free of charge at all reasonable hours and at a convenient place a record containing a copy of—
(a)every hedgerow removal notice received by them;
(b)every hedgerow retention notice issued by them;
(c)every notice given by them under regulation 5(1)(b)(i);
(d)every determination notified to them under regulation 9(3)
Has any entry been made on the Warks C C record allowing the removal of the hedgerow? Was consent given to the applicant? In the event that illegal removal has ocurred, is the WCC taking relevant action?
What action is being taken about the obstruction by locked gates. The above street view shows two openings - one locked gate, and one single stranded barbed wire across the smaller gateway - both are illegal on highways.
