Completely overgrown public footpath

The footpath by the Roxburgh Croft play area, between Kelvin Road and Roxburgh Croft is completely overgrown, to the extent that pedestrians approaching from different directions finding it difficult to pass without one almost stepping into brambles on the side or getting poked in the face by branches.

This footpath is a very busy thoroughfare (especially in the morning) as it serves Telford Infant and Junior Schools. Parents walk their children to school; other people walk their dogs. It has become difficult to walk side-by-side with small children, never mind skirting around people walking their dogs or standing in groups, chatting. While the grass gets mowed at regular intervals, these shrugged to the side of the path don't seem to be subject to a regular maintenance schedule. Would it be possible to have them trimmed back radically and maybe even added to a regular maintenance plan? Many thanks!
