Stinging nettles and thorny branches starting to grow over a footpath

Outside my flats we have the footpath as seen in the photo but all along now nettles and thorny branches are starting to overgrow onto this footpath, a partially blind or fully blind person would not see these and would cause discomfort or accident the whole hedge way looks a mess to be honest just wondered if the nettles and branches could just be trimmed back just in the short term it's the footpath in front of the Redland Road flats between the hedge and the road, the hedge has not been cut back for many months
