Standing WaPublic footpath is too high and prevents water draining from Garage forecourt into the road to the public surface waer drain

The garage block forecourt fronting Trinity Street rear 3 Arlington Avenue Leamington is lower than the public footpath which acts as a dam causing rainwater to accumulate behind it instead of draining away into the public surface water drain in the road near by.I need to complete the demolition of the majority of the dwarf wall which stands on the boundary. A solution needs to be found to the standing water before listed builindg consent can be lodged with WDC.The stading water has been a probelm for around 10 years

I send photographs of the puddle that built up the day after the repair. Whilst the rainwater now drains off the top of the puddle, it is not clear if the puddle drains completely once water flow has been established because the lip of the footpath tarmac bordering the garage forecourt is much highrer than it was before and acts like a dam. Surely the footpath shoudl have been excavated so that it was the same height or lower than the forecourt?
