Silver birch tree causing numerous problems

My neighbours and I are experiencing significant loss of internet signals on a daily basis caused by the telephone wires running through the branches of this silver birch tree. The tree roots are pushing up through the public footpath and uplifting the block paved drive to my house at 35a High Street. Neighbours all along the street are finding that the seeds from the treee are falling onto crevices in our cars and through open windows. There is a drain in the gutter at the base of the tree which is always blocked during rain and causes the road from the pavement to half way across to become blocked with rain water for several hours. The school buses stop directly under the tree morning and afternoon and the leaves are touching their roofs. The tree it self is so tall and utterly out of keeping with rest of the trees in the street. I reported the problems, which are escalating, to the Parish Council over 6 months ago and understand that the have also been in contact with WCC.
