Overgrown conifers

Conifers were planted on a walkway by previous owner. This piece of land has all the services underneath and the land is for people to walk on so they dont have to walk on the road. Conifers should never have been planted on there in the 1st place, but now they are not bieng maintained and is dangerous as vehicles when entering the close cannot see if anyone may be stepping onto road. I myself have had a near miss while walking. If a car parks opposite the conifers then another car would struggle to access there own house. It is also covering up the street name sign and also some other hedgegrow is grown within it and it has large spikes. This has been reported before and nothing has been done, the problem is obviously getting worse.
