Culvert under A4189 blocked with debris causing stream to back up.

The watercourse that runs alongside Sunnymead Cottage was only millimetres away from coming over the bank yesterday. The A4189 became impassible at the layby due to the depth of flooding on the highway and the water not able to get away. Two lanes of the M40 were flooded at the point where this watercourse drops down alongside the southbound carriageway just before Junction 15. Who has the responsibility for maintaining this water course along its length to its discharge point at the River Avon ? The double pipe culvert under the A4189 would benefit from a screen to prevent any future blackages from debris. I do clean the debris away as often as I am able, but not sure if it is my responsibility.
