Broken pavement due to blocked / faulty drain gulley

Pavement has broken and raised up between 123 and 125 Earls road. Like most houses in these old streets, the front downpipe of the two houses connects into the ground to disperse surface water into the road. The drainage gulley under the pavement appears to have been blocked and or faulty for many years to the point where the pavement has cracked open and raised up. When it's raining, no water actually comes out the gulley into the street. Please note this is a separate issue to the raised pavement from tree roots shown in the picture which I am not reporting.
