Sewage smells in the vicinity of a storm drain cover.

For many years there has been a sewage smell in the vicinity of this storm drain. A major sewage manifold is located in the middle of the road, about 10m away, and for this reason it is the main manifold that has has been assumed to be the culprit. Severn Trent Water have spent much time and resources investigating the problem with no success yet. My concern is whether the storm drain could actually be the source of the problem and has been overlooked. As can be seen in the photo, the tarmac around the drain has broken away, and compacted soil fills the gaps left. However, at times of high rain this soil surrounding the drain washes away, leaving a large void, into which much of the storm water runs freely away, rather than into the drain itself. My suggestion is that the water has eroded a route into the nearby sewage system which then also acts a vent for the smells. Can this please be investigated? Thankyou
