Dangerous dog waste bin

There is a dog walk on the junction of Sterling Way & Penshurst Way. The first dog waste bin is dangerous, in that the metal has rusted and there are sharp edges to it. 2 issues 1, It is dangerously sharp and may result in public injury via cuts and an increase in tetanus from rusty metal. 2, Dog bags containing faeces are getting caught on the jagged sharp metal and increasing the likelihood of people coming into contact with faeces when opening the lid. This has been in this state for a few weeks now. Can you please arrange for somebody to look at this, as it represents a hazard to public health. Many Thanks
