Sign does not work

There is an electronic sign attached to the lamp post directly opposite the school which faces the traffic coming from Alcester into Great Alne. The sign should show the speed of vehicles approaching the school which is in a 30mph zone. Vehicles often approach the corner to where the school is located very fast. Additionally it is very difficult when approaching the crossing point opposite the school to see if pedestrians are on the crossing due to the level of the approaching road been below the crossing. Recently there has been intermittent cover for a school crossing patrol person which highlights an even greater need to get the sign repaired. I have reported this issue twice to the parish council. If the council can’t afford to repair the sign please let me know the amount required as I’ll raise the money by crowd funding. It’s only a matter of time until there is an accident on this crossing caused by speeding vehicles. The issue has been present for a very long time and I cannot remember a time when the sign has been operational.
